Mission Statement
The San Miguel County Open Space Commission seeks to protect and conserve open space for people, natural habitat for flora and fauna, and agricultural lands for the farming and ranching communities throughout San Miguel County for this and future generations. No one group can meet this mission; therefore, the County Open Space Commissions works cooperatively with regional landowners on a volunteer basis and in partnership with land trusts, and local, state and federal government agencies. The Open Space Commission is composed of a diverse group of volunteers who represent all areas of the county.

What Designation Means
Designation is a voluntary action taken by the property owner. Following a request for designation and meeting the eligibility requirements, the owner has the option of placing a façade easement on their structure.
The Commission has developed an incentive program to encourage historic preservation. Incentives for property owners may include technical assistance, grants and matching funds.
Designation Incentive Program
San Miguel County provides a grant of up $1,000 to each land owner who designates a standing historic structure to the County Historic Register. The purpose of the grant is to help defray costs associated with the nomination process, historic structure maintenance or rehabilitation. Owners or organizations incurring expense in the above referenced categories may apply for reimbursement by documenting expenses paid or by submitting current bills to be paid by the County directly to the vendor.
The County Historic Register lists the historic landmarks and districts officially designated by the County Commissioners for their historical, cultural and architectural significance.
Qualifications
The structure or site must be at least 50 years old and satisfy one or more of the following 10 criteria for architectural, historical, or cultural significance:
- Represents a specific architectural style or period;
- Represents a unique example of a structure or building type;
- Represents an innovation in construction, materials, or design;
- Demonstrates superior craftsmanship or high artistic value;
- Is an example of the work of a master architect or builder;
- Represents the built environment of a group of people in an era of history;
- Is associated with a significant historic event;
- Is associated with a notable person or the work of a notable person;
- Exemplifies the cultural, political, economic, or social heritage of the community; and/or
- Has the potential to make an important contribution to the knowledge of the area’s history or pre-history.
A property less than 50 years in age may be designated if it is of exceptional historical, cultural, or architectural importance.
Procedure
1. Submittal of nomination request to the Historical Commission by the San Miguel County Commissioners, the San Miguel Historical Commission, or the property owner. Applications for landmark designation must include the following:
A) Legal description of the location and boundaries of the property;
B) A narrative describing the architectural, historical, and cultural significance of the property or district;
C) Photographs showing the historical attributes and existing condition of the property; and
D) A map showing the location of the property.
2. A public hearing is held by the Commission on nominations for designation within 60 days of the application being filed.
3. The Commission reviews the application for conformance with the criteria, considers relevant testimony and evidence, and gives the property owner and other interested parties the opportunity to present testimony or documentary evidence.
4. The Commission shall either approve, modify and approve, or disapprove the proposal within 30 days after the conclusion of the public hearing.
5. Upon receipt of a recommendation from the Commission, the BOCC shall make a determination regarding the request for historic designation within 30 days. The BOCC shall officially proclaim a designation by county resolution.
